The answer is "both".  :)

Our base VoIP system has a portal where users can log in and change things like call forwarding, sequential ringing, 
etc.  That is only available from oncampus or through VPN for offcampus users.

Our voicemail system is all tied into MS Unified Messaging and Exchange, and much of the configuration can be done via 
OWA, which is accessible from the world.
