Two Questions - % Security Spend and Preboot Authentication

Colleagues,

I have two questions that I'm researching now. Any guidance in advance is appreciated!


1.       What is your security spend as a percentage of the IT budget?

2.       Completely unrelated - has anyone produced a risk matrix for turning pre-boot authentication off for whole 
disk encrypted laptops?
