Email Tools to control mass email flow

Hello All,

 

We rate control outgoing email (and set the rate relatively low) to
avoid successful phishing/malware attacks from getting out of control.
We use a Barracuda 600 for this purpose.  Over time some end users have
been exempted from our limiting scheme because of a regular need to send
out mass emails in numbers larger than our limit putting our little
strategy at risk.

 

Does anyone know any products or hosted services that would allow a user
to send a mass email out but break up the sending into some number of
emails at a time over a period of time?  Or perhaps another option?
