HIPAA and Streaming Video

Hi All: For those of you that are doing streaming video of surgeries or clinical trials/or non-clinical research using PHI, etc. how are you handling the external transfer of that video data? If you are transferring it internally via a closed network can it be plaintext? What is the definition of a closed network? Thanks, - Kevin Kevin L.
