Personally, I was able to deploy our Juniper SSL VPN boxes without any
training 3 years ago.  The documentation is quite good, and the GUI
interface (there really isn't much of a CLI to speak of) was intuitive
enough at least for my brain that we didn't have any major issues.  Indeed,
the ease of setup and use was one of the major reasons why we picked
Juniper over its competitors in our eval.

Having said that, if someone's never worked with VPNs before, let alone SSL
VPN, then he/she may benefit from some formal training.  And like I said,
things were intuitive for my brain - I can't vouch for anyone else's, and
there are obviously things that I've not picked up that others say is
intuitive.  :)
