Laptop Management

Good morning.  I'm reviewing our current laptop position and was wondering how other colleges/universities handle 
laptops.  Options include (but not limited to):
 
1. Centrally managed - are they checked out from a single repository where a name is tied to the laptop 
(accountability) & checked back in when done?
2. Campus departments buy and manage their own inventory (making it difficult to assign a static owner per device) & 
may or may not tie into the centralized IT department
 
If your school has a different approach to laptop management, I'd also like to hear them.
