Right, my question was more directed at setting it up for them at the server/network side. It would be impossible to 
technically prohibit them from doing it on their own without severely limiting their ability to do much of anything 
with email.

We do not attempt to control e-mail forwarding for faculty, staff, or 
students. All are able to setup forwarding on their own without 
intervention from IT.

We've always disliked the practice because it's just additional 
overhead for us and makes it difficult to track down messages sent to 
people, or recover them if they delete them. But is there a legal 
reason behind not doing it?
