Not broadband, but they were perfectly free to use their campus phones to
dial up 3rd party ISPs.  I highly doubt that anyone ever took that route
since those were toll calls.

The justification is the same used when departments/schools ask about
getting a 3rd party ISP connection - there was a mandate from the
President's Office saying that all University-owned buildings must have
voice and data services provided through central IT.
