Packeteer does a great job, even with the older firmware, with
prioritizing FlashVideo.  It was eating our bandwidth up, so now it is
depriortized.

Packeteer has reasonably reliable classifications for generic Flash
Video
as well as specific ones for YouTube and Google Video.  I would suggest
consulting with folks on the packeteer-edu mailing list run by Stanford.
