To be clear, as with any legal question the answer can be complicated and not to be trusted unless it has been confirmed by your institution's office of legal counsel. In particular, many institutions have FERPA policies that predate the 2000 amendment which may be more restrictive, and you may still have to engage your policy-change process to reconcile things.
