While we did hope that it would reduce the number of complaints, we were more interested in being able to say we were 
doing something, and offering some sort of legal alternative for our students.  Culture shift happens slowly.  Most 
students learn about illegal file sharing at home or from their friends.  It will take time and awareness education for 
them to make a shift.
