Our numbers tend to be much lower than these as well.  We use packeteer to
do basic traffic shaping but we'll also disconnect users if we see
abnormally large amounts of outgoing traffic.  We often wonder if we
disconnect people before someone has a chance to complain about them. It's
not a we'll want to play with too much testing the hypothesis.
