UofRMachineCheck Control + Windows Defender

We are likely going to require that students returning in the fall have
Windows Defender installed on their Windows machines before being
allowed to register them.

To this end I have modified the University of Richmond registration
control to detect this and return the install status (currently of the
Windows Defender Beta 2 version).  

Note that the shell hook GUID is different that the Beta 1 version which
was called Windows Anti-Spyware.  I am not certain if this will be the
same guid in the final release version.

I have not yet built the release package or modified the docs, but I
will send the .cab file (v1.0.9.1) to any institution that would like to
test that functionality at this point.
