Policy for Management of a CA?

Does anyone have a policy for managing a CA that they wouldn't mind
sharing with me? We're getting started in this now and would like to
avoid re-inventing the wheel if anyone has work they are willing to
share. We'll be managing the CA server, as well as the creation and
management of individual certificates, along with a CRL.
