Gary,

I think the answer to your questions are explained by organizational
and cultural differences between the FTC and the NCSA.  In summary:

-Due to some turnover in the NCSA's leadership over the Summer, the FTC
had already started down a path of developing its new awareness campaign
and tips.

-The NCSA had begun the process of updating its tips from last year but
to avoid confusion decided to adopt the FTC's tips with a few slight
modifications.

-Because the FTC is a government entity (and the NCSA is a
public-private partnership), the NCSA is more nimble and able to address
a broader set of issues.  For example, the NCSA has elaborated on
"spyware" in its tip (#3), whereas, the FTC is silent on spyware for
political purposes; the NCSA added a tip on the protection of children
online, whereas, the FTC considers the issue outside of their
jurisdiction (with the exception of COPPA)

In short, the actions were "coordinated" (although not as fully as we
might prefer) and the efforts are considered complementary.

Out of curiosity,

Why was the effort split between StaySafeOnline and OnGuard Online?

Why are all the security recommendations the same for both sites except
that "Protect your children online"
is missing from the OnGuard Online site?
