Bandwidth management suggestions sought

Greetings everyone;



Recently our current practice for bandwidth management is a quota system.
All users are allowed a specified amount of bandwidth for personal,
incidental use.  Bandwidth is not on a quota system if it is needed for
educational, business, or research purposes.  If someone exceeds their
quota, I am notified of it.  I ask the individual or group to visit with me.
If I find the use is legitimate, I will notify the network analysts to allow
the traffic.  If the use is not legitimate (e.g., p2p traffic), I refer them
to the appropriate individual for sanctions or discussions.  We implemented
the quota system because we contracted for a specific amount of bandwidth
each month. If we exceeded the amount, our rates went up accordingly, but
not just for the next month, but for the rest of the contract. Now our
bandwidth is increasing four-fold and our department is going to disperse
with the quota system. We are currently looking at other bandwidth
management options.  What does each of you do for bandwidth management on
your respective campuses?
