"Severe Internet Event" fallback plans?

Has anyone prepared, perhaps as part of Business Continuity or
Disaster Recovery planning, a specific contingency plan for the
circumstance where the broader Internet becomes the target of some
form of Information Warfare, or perhaps DDoS on a massive scale?

We're doing some brainstorming here and are curious who might already
have addressed this type of event.
