Beg to differ, Mr. McCain:  The worst securty breach was the idiotic lack of information controls that allowed the 
breach to occur.  That's something that the Pentagon, Congress, and White House all share responsibility for causing 
over the many years.

Manning may have exploited the circumstance, but y'all were the ones who created, if not tolerated, the situation to 
begin wtih.
