Have all the best security conferences moved overseas?

It would appear that the answer to this question is yes. A paper on TPM flaws was nixed from Black Hat Las Vegas 2007 (see http://www.networkworld.com/news/2007/062707-black-hat.html ). Asimilar paper was presented at Blackhat Amsterdam 2007 with no issue. It would seem to follow that if all the best security conferences are overseas, all the best (U.S.) talent will follow...
