The Dec. 1 release was a one-off: it was released because IFRAME was being
actively exploited and the exploits were being publicized.   (I think they
released early based more on the second reason than the first... ;)

When MS04-040 was released, we noted that they released the December
security bulletin page with a date of December 14 (they have since revised
the initial release date to be correct)
