Although it feels great, the corporations receiving the penalty are probably "judgement proof" (i.e. They own a 
stapler, some pencils and a PO box).  They have probably dissoled the business and moved two doors down to reopen.  I 
wonder if personal liability for directors and officers might carry more weight?
