Not necessarily.  You can already create your own deltas using rdiff
or something that implements VCDIFF.  (In the old days, Microsoft used
rtpatch, IIRC.)  The decreases in patch size that have been quoted by
Microsoft are not so low that they are impossible to achieve using
off-the-shelf delta generators which treat the source and target
binaries as octet streams.
