Yes, it is true. Some cell phones have this enabled by default while some (many droid phones) do not. What you are 
referring to is embedding GPS information into the EXIF data within an image (http://www.exif.org/ ). This is called 
Geotagging. There is not a shortage of sites to search for but this Wikipedia entry will get you up to speed on the 
essentials quickly.

Pretty simple, yet powerful technology. Many professional photographers use this not so much for location information

I was speaking to someone from DHS (not a tech) and he was telling me
that there are applications that can "look" at a picture taken from a
cell phone and can get the location of where the picture was taken.  Is
this true?  If so, can someone provide more information?  If this can be
done, people posting pictures from their cell phones to social sites
should be aware of this...
