In all of the corporations I have ever worked for the ISS reports to the System Administrator, if she/he deems 
appropriate will bring any needed information to the Network Administrator.  Just one working man's experience though.

The Company Police Department? (actual law enforcement officers - we
are very big)
Compliance?
Risk Management?

If the Information Systems Security Officer reports to the head of
Information Systems, is he able to be impartial and objective?
