How to program sockets to download a file from the web

I wonder if someone can explain what are the steps to do in a sockets() program
in C/C++ or Perl to download a file from for example:

http://sourceforge.net/project/platformdownload.php?group_id=255

For a simple tcp client using winsock I have these reference:

http://www.codeproject.com/KB/IP/winsockintro02.aspx

But i could be perl or sockets in linux ...
