Greetings Juan,

To block the file transfers you can use any software firewall out there like pf, ipfw or iptables. Simply keep in mind the following ports:

MSN Outgoing File Transfers: TCP 6891-6900
MSN Incoming File Transfers: TCP 6891-6900

I personally use PF (packet filter) on OpenBSD, but any Linux distro will also do the trick with iptables as well.

As for blocking the possibility of sending links/URLs on the chat, this is something I have never attempted, but I believe Squid might be a good point of start.
