The best hacking channel is #hack on dalnet, effnet or any other net.

But 9 times out of 10 its locked and you need a private key.  What you need 
to do, is work your way up to #hack by going to the lesser channels and 
eventually you will get the passkey.

Another one to get in to is
#phreak
