Google "password change management" and you'll hit a few apps out there.  That market is just now picking up steam 
the last couple of years actually.  Another good company was bought out by HP about a year ago (Opsware.com).  
They'll handle your PCM needs as well as Chg. Mgmt. as well for most devices.
