There is a commercial product called surfcontrol. If you already use it to block internal web surfing etc. theres a plug-in that you can buy called mobile web filter. You install the client on the Laptop then when they connect through the VPN the category rules are downloaded to the laptop. It seems to work well (because its easy) but it is expensive.
