"Can anyone recommend a tool/technique that will ensure that no data is recoverable from flash memory devices including USB drives, Memory cards, and PDAs?" The only way to be 100% sure data will never be recovered is an industrial metal shredder: http://www.factoryequipment.com/shownews.asp?ID=7758 This would however effectively destroy the USB drive, memory card, etc. If you're looking for a bit nicer solution that doesn't destroy the hardware, try this link: http://www.thefreecountry.com/security/securedelete.shtml I've never used any of these tools personally. Ultimately, the only way to ensure information can not be recovered is to destroy the hardware the data was stored on.
