tcp traffic replay tool - tcpopera

I came to know of this tool tcpopera which is used for traffic replay
for IDS testing. I googled over the internet, but I cannot find much
information about it.

I searched and was surprised to learn that it was never mentioned on a
mailing list here at securityfocus.

Anybody knows something about tcpopera. I read a documentation which quite
praised it over tcpreplay.

Is it a freely available tool? If so, anywhere I can download it from?
