Realizing you're not living in America and so this might not mean as
much, the US Dept. of Education has a brance called the Distance
Education Training Council (http://www.detc.org/) that accredits US
distance education programs. Some/many people consider DETC
accreditation less prestigious than regional accreditation that most
traditional US universities get. I can't say whether or not the
schools accredited by the DETC would accept foreign students, but I
believe some will.
