Maybe content filtering may be the route to take?? Perhaps embracing 
the technology could be an option,

I would also recommend content filtering 

and add your own IM server??


Jabber servers work very nice with trillian as clients. You can write your
own plugins for policy compliance, or if you want open client there is
Miranda
