The reply-items that you return to the Cisco is what would control the priveledge level of the authenticated user.
I have not dealt with cisco's that were so configured, but have dealt with different radius servers.  

Check the cisco sites of which attributes they send and which they receive.  You might need to setup groups to 
distinguish one user from the next.
