Ben,

Programming languages are tools and the its commonly accepted that one
should use the right tool for the job.

If you are however looking for a well-rounded, general purpose
programming language, I would go with either Java or Python. 
Oreilly.com has some wonderul beginning texts on both of these
languages.

Two books on building secure software would be:

"Building Secure Software" by John Viega, Gary McGraw
