IP-MAC-ARP Monitoring

Hi all,
What is a good Linux application for monitoring the IP-MAC mappings (ARP
cache) of multiple networks and alerting when those mappings change?

Example Networks:
192.168.0.0/24
10.1.0.0/16
10.2.0.0/16
xx.xx.xx.xx/24
