AccessData's PGP Secret Key Ring Utility

Dear all,

I was surfing AccessData website and encountered their The PGP Secret 
Key Ring Utility recovery module.

I'm not too sure about the implications. Does it mean that my PGP 
private key ring (with a passphrase) can be recovered by someone else?
