with floppy disks, just remove them and a host of headaches like boot sector viruses and other related probs just 
disappeared

but with the usb disks, the usb ports are available in each and every mother board and all the os have the drives built 
in them : so they are very difficult to contol, poilcy should take that into your account.

having a policy that will have all the computer privs revoked after the probs is like closing the barn door after all 
the cattle has left the barn.
