The safest MS OS is the one that is not booted up :D

But seriously, I think Win2k is pretty good and Win2003 is supposed to
be locked down very well. Despite all this, MS systems are still prone
to the fundamental issue that MS issues patches at its OWN pace, and
not at your pace.

Look into Knoppix, it is a Linux distro that boots from a CD and uses
KDE to present a very windows-like experience.
