check the security-basics archives, you should find a ton of stuff.

www.sans.org/resources/policies is a great place to start, or there is a
real gem of a book from new riders press called 'Writing Security Policies'
that you might want to take a look at.

I have been asked to present a System Development Policy to management.  I
would like to create a general 'system development best practices' guide.
Does anyone have any resources that may be helpful in completing this
document?  

My scope presently consists of:

        Project life cycle
        Methodology
        QA / Testing
        Change / Release management
