OpenSSH can be compiled using Cygwin.  I think Cygwin is free, OpenSSH
definately is.  Don't know if it ties in with Active Directory/SAM
though...

set it up to use Windows 2000 Authentication, and allow every user
access to a "home" directory, which in my case I would want to be
their sub-directory in my Inetpub directory.

SSH Communication Security Inc offers a nice server that can use the
Windows password database.  http://www.ssh.com  This one isn't free,
but you can get a free trial copy.

F-Secure I think also makes a server for Windows, it won't be free.
