Each device have their own methods and it depends if you use SSH or Telnet.

Either or, you should use TACACS+ and not local authentication; however you
have to do what you have to do

How would I add additional users with elevated permissions but not "enabler"
access to Cisco Switches, Routers and Firewalls (especially Cisco Catalyst
2950, Cisco Router 3640, Cisco Pix 515E)?
