Though this isn't completely related to the question at hand, thought 
this legislation in MI & CO might interest you...I also heard that a 
total of 8 states are considering similar legislation, but can't say if 
PA was one of them.  I live in CO, so I'm quite bothered by this 
law.........

A mini-DMCA Bill.  Some postings/discussion have that it could 
inadvertantly outlaw NAT, encryption, and VPNs.....
