I have yet to find out the real objective behind this requirement!

  I have, on multiple occasions with different employers, run into
management who believe that their company security folks (i.e., me
et al) cannot be trusted to secure machines used by the most senior
executives.
  In every case, the ultimate result has been that these become,
eventually, the least secure machines in the company network!
Security patches and antivirus updates don't get installed, random
spyware and rogue applications DO get installed, permissions and
file shares get left wide open....

  So I like the "put them on modems" answer.  Heck, let them install
DSL direct into their offices if they're willing to pay for it.
Anything but put them on the network I'm trying to keep secure and
operational because the enterprise depends on it.
