No, EFNet is still live and kicking, but some servers are picky about which host classes (domains) they allow - try irc.mcs.net then /links to find some other non-discriminating servers.
If anyone is in Australia (or can make a connection from Aus) then efnet.telstra.net.au is there.. I maintain a constant presence there and I have not encountered a major split for about 3 weeks now ;p Cya Matthew Matthew King. IP Network Engineer, Cable & Wireless Optus.
