The only thing I've heard of named Callbook is the Ham radio callbook
server.  According to some websites I've seen there used to be one running
on callsign.cs.buffalo.edu:2000 but that port now just spits out a message
referring you to http://www.qrz.com/.  Best of luck finding out more.
