Then he'll have to build libpcap from source.

I would suggest building with the *latest* version of libpcap from tcpdump.org, currently 1.7.4:

        http://www.tcpdump.org/#latest-release

to see whether it's better than either the 1.3.0 on the machines where it wasn't having problems of the 1.5.3 on the 
machines where it was.
