Firewall using libpcap

Is it possible to build a user space firewall using libpcap library. libpcap takes a copy of packet and the orginal packet and the orginal packet continues its journey through the kernel protocol stack independent of libpcap processing. where as in case of firewall we require to intercept the orginal packet process it and then submit it to protocol stack. but i have seen snort using libpcap capable of packet dropping packet .
