some rules files are also still distributed even though they are empty and deprecated... they are distributed empty because removing them may break systems... it is up to the operators of systems to check their installations and remove empty deprecated rules entries in their configs so that when they are finally no longer distributed, their absence won't break the installation... -- NOTE: No off-list assistance is given without prior approval.
