how the blocking works?

Hello Snort Community

I have a question, yesterday I got snort to finally do what I wanted it to, block bittorrent
However when snort generates a block it block the client from everything else also, isn't it suppose to only block that 
one service and not everything else?
Is there a way to achieve that?

Im using snort trough PFsense 2.0 rc2
